The State will ensure that every territorial division, each communal Section, each commune, or Department has the necessary educational establishments to meet their needs.

However, it must not prejudice the priority given to technical, vocational and cooperative training. Economic freedom is guaranteed as long as it does not conflict with the public interest.

The State must protect private enterprise and ensure that they develop in a manner that increases the national wealth so as to benefit the greatest number of people.

In rural and urban areas, the State encourages the creation of cooperatives for the production and processing of raw materials. This fosters the entrepreneurial spirit and promotes the accumulation of national capital.
